पूरी तरह खुला हिमाचल, कोरोना टेस्ट की अनिवार्यता खत्म, क्‍वारंटीन होने की भी जरूरत नहीं (Completely open Himachal, corona test compulsory end, no need to be quarantined)

 

कोरोना महामारी के बीच 181 दिन के लंबे अंतराल के बाद बुधवार यानि 16 सितंबर से हिमाचल प्रदेश की सीमाएं देश के हर नागरिक के लिए खुल जाएंगी। प्रदेश में आने के लिए किसी भी व्यक्ति को अब कोविड 19 ई-पास सॉफ्टवेयर में पंजीकरण नहीं करवाना होगा। पर्यटकों को न कोविड की निगेटिव रिपोर्ट लानी होगी और न होटलों में एडवांस बुकिंग करवानी होगी। बाहर से आने वाले क्वारंटीन भी नहीं होंगे। मंगलवार को जयराम कैबिनेट की बैठक में यह बहुप्रतीक्षित फैसला लिया गया।

कैबिनेट बैठक में यह भी फैसला लिया कि बाहर से आने वालों में यदि कोरोना के लक्षण दिखें तो उन्हें बॉर्डर पर ही रोक दिया जाएगा। उनका टेस्ट लेने पर जरूरत पड़ी तो अस्पताल में भर्ती किया जाएगा। वहीं अभी सरकार ने अंतरराज्यीय बसों के संचालन पर फैसला नहीं लिया है। हालांकि सूत्रों का कहना है कि एक अक्तूबर के बाद बसों का संचालन शुरू हो सकता है। इस पर सितंबर के अंतिम या अक्तूबर के पहले हफ्ते में होने वाली कैबिनेट बैठक में फैसला लेने की संभावना है। अगर संचालन शुरू हुआ तो प्राथमिकता चंडीगढ़ और हरिद्वार के लिए बसें चलाने पर होगी।

यह भी फैसला लिया गया कि अब अस्पतालों में भर्ती कोविड पॉजिटिव मरीज को दस दिन बाद लक्षण न होने की स्थिति में बिना टेस्ट किए घर पर अगले 10 दिन के लिए आईसोलेट किया जाएगा। राज्य आपदा प्रबंधन और स्वास्थ्य विभाग बुधवार को आधिकारिक रूप से आदेश भी जारी कर देगा। 

जयराम मंत्रिमंडल पर केंद्र सरकार के उस निर्देश का दबाव था, जिसमें प्रदेश में प्रवेश को लेकर सभी शर्तें हटाने को कहा था। चूंकि पिछली कैबिनेट में सरकार ने कोविड-ई पास की व्यवस्था को तो खत्म कर दिया, लेकिन प्रदेश में बाहर से कोरोना के प्रभाव को रोकने के लिए पंजीकरण की व्यवस्था जारी रखी थी। केंद्र के लगातार तल्ख तेवरों के बाद आखिरकार प्रदेश सरकार ने राज्य की सीमाएं खोलने का एलान कर दिया।

There will also be no quarantines coming from outside. This much awaited decision was taken at the Jairam Cabinet meeting on Tuesday.

It was also decided in the cabinet meeting that if people from outside show signs of corona, then they will be stopped at the border. If he is required to take his test, he will be admitted to the hospital. At the same time, the government has not decided on the operation of interstate buses. However, sources say that buses can start operating after October 1. It is likely to be decided in the cabinet meeting to be held in the last week of September or first week of October. If operations begin, the priority will be on running buses to Chandigarh and Haridwar.

It has also been decided that now the Kovid positive patient admitted in hospitals will be Isolated for the next 10 days at home without testing in case of symptoms after ten days. The state disaster management and health department will also officially issue the order on Wednesday.

Jairam's cabinet was under pressure from the central government's directive, which asked to remove all the conditions for entry into the state. Since the government in the previous cabinet abolished the system of Kovid-e Pass, but the system of registration was continued to prevent the influence of Corona from outside in the state. Finally, the state government finally announced the opening of the state boundaries after repeated strenuous remarks by the Center.
